WEST VIRGINIA STATE USBC BOWLING ASSOCIATION
STATE TOURNAMENT REQUIREMENTS
SECTION 1.0 STATE CHAMPIONSHIP TOURNAMENT
1.1 Each local association within a zone shall attend all WV State USBC BA meetings for a period of two (2) years prior to the WV State USBC BA meeting when the tournament site is selected. Each association shall support the tournament in order to earn selection as the host association.
1.2 Rotation of the tournament shall be according to the following schedule: Zone 2 (beginning in 1991), Zone 4, Zone 1, Zone 5, and Zone 3. Repeat rotation after 1995.
No association shall host the state tournament for two consecutive rotations.
1.3 The bowling houses must have a minimum of sixteen (16) lanes available to qualify for the minor events, ten (10) lanes available to qualify for the team event.
1.4 Duties of the Tournament Manager (host association) and Tournament Director (WV State USBC Bowling Association Manager)
1.4.1
The
Tournament Manager shall be responsible for the preparation of all materials
necessary to the conduct of the annual tournament and shall be authorized to
purchase any supplies or items as required for official tournament purposes.
1.4.2
The
Tournament Manager shall receive, collect and be responsible for all tournament
entry fees and shall deposit all fees to the credit of the WV State USBC Bowling
Association in a recognized banking institution and forward receipt of deposit
to the WV State USBC Bowling Association President.
1.4.3
The
Tournament Manager shall acknowledge and file all bonafide entries to the annual
tournament in the order of the receipt. He shall have full charge of drafting
and preparing the schedule for the annual tournament, and may charge or amend
said schedule when it is in the best interest of the association or the
participating bowlers to do so. He shall prepare a list from which he can
prepare the prize checks for the co-signature of the Tournament Manager or
President, provided the President is not from the same association as the
Tournament Director.
1.4.4
The
Tournament Manager shall apply for the USBC certifying before distributing the
entry forms. (State Tournament Certification is now automatic; however the
Tournament Manager should forward a copy of the tournament rules for review by
the USBC Tournament Certification Department.
1.4.5
The
Tournament Manager shall render a complete and comprehensive financial report to
August State Meeting following the completion of the Annual Tournament. He
shall furnish a preliminary report at the March meeting.
1.4.6
The
Tournament Director shall decide which duties may be assigned to the local
committee. The host association shall appoint a Tournament Manager from the host
association, to be approved by the Tournament Director. The Tournament Director
and the local Tournament Manager shall agree as to the duties and fees to be
paid to the local association for the tournament services provided.
1.4.7
The
tournament program shall be mailed no later than two (2) weeks prior to the
start of the tournament, to each team captain entered in the tournament. It
shall include state tournament records, officer listings, and entries by
association and schedules for the team/minor events.
1.4.8
Any special
events ran during the tournament shall be agreed to by the host association and
the Tournament Director. The State Association to be compensated for providing
any software or hardware.
1.4.9
The
Tournament Director shall establish a special tournament account for the purpose
of depositing and distributing funds for tournament operations. The host
association shall (if entries are received at the host association) forward
within seven (7) days all receipts (with an accompanying entry summary) to the
Tournament Director. The Tournament Director shall reconcile these submittals
and deposit such funds in the tournament account. All remittances for the host
association fees, bowling fees and prize checks shall be issued from the state
tournament account.
1.5
Tournament Director Compensation
1.5.1
The
Tournament Director shall receive travel expenses for his State Tournament
duties. He shall also receive a bonus compensation of $2.00 per team for each
team exceeding 250 entered in the state tournament.
1.6
Lane
Assignments
1.6.1
Draw shall be
by automatic computer assignment from the center out on a first received
basis.
1.6.2
The lanes for
the team event and the first event will be determined by the drawing. All three
(3) games for each event will be bowled on one pair of lanes. Upon completion
of the first minor event, bowlers will move to another pair of lanes to bowl
their second minor event, or may bowl their second minor event on the same pair
of lanes as the first minor event, at the discretion of the Tournament
Director.
1.7 The same bowling
pins at each bowling center must be used for the entire tournament.
1.8 State tournament
honor score awards must be processed by the host association.
SECTION 2.0 STATE ASSOCIATION CHAMPIONSHIP TOURNAMENT RULES
2.1
The Board
shall be responsible for the conduct of the association tournament in accordance
with Article 3 of the State By-Laws.
2.2
The State
Association shall conduct an annual championship tournament, at a time and place
to be decided by the State Board of Directors in the prior year, at the Annual
March meeting.
2.3 Each entrant
must be a member of a local association within the area served by the State
Association at least thirty (30) days prior to the time he/she competes in the
State Tournament and must have a twenty-one (21) game West Virginia average.
Only two (2) PBA members are to be permitted on a team, and one (1) on a doubles
team.
2.4 Entry closing
dates shall be set by the Tournament Director. Late Entries will be accepted
for a twenty-five dollar ($25) late fee payable to the local association.
2.5 TOURNAMENT
FEES
2.5.1 The maximum
expense fee per individual for each event shall be three dollars ($3). All
events expense fee shall be one dollar ($1).
2.5.2 The Tournament
Manager shall remit $1.60 per individual entered in the team, doubles, and
singles events and $0.60 per individual entered in all events from the expense
fee to the State Association.
2.6 Prize fees are
returned 100 per cent.
2.7 The prize ratio
for both the actual and handicap divisions will be at least one (1) for eight
(8) for the Team Event, one (1) for ten (10) for the doubles and singles events,
and one (1) for fifteen (15) for All Events. A percentage of the prize fund
will be paid for scores in the actual division based on the percentage of
entrants with averages of 205 or higher. Teams or individuals may cash only
once (either handicap or actual) receiving the greater cash prize in any
event.
2.8 Championship
awards and USBC chevrons will be awarded to the actual and handicap winners.
2.9 The handicap
will be based on a scratch of 1125 in Team Event, 450 in the Doubles Event and
225 in the Singles Event. Ninety per cent (90%) of the difference between the
scratch figure and the entrant’s average will be the handicap.
2.10 Entrants will use
their highest certified USBC average, based on a minimum of twenty-one (21)
games for the previous season. USBC Rules 319 a, d, & e do not apply for this
tournament. If twenty-one (21) game average was not established during the
previous season, use the highest current USBC average of twelve (12) games or
more as of time of bowling. All others bowl scratch.
2.11 All local
association managers, who do not publish a final average book, must verify
averages on the entry form.
2.12 Entrants may bowl
only once in each event, except the team event. Entrants may bowl twice in the
team event, however no more than three (3) members of the same team may cash
more than once in the cash prize list.
2.13 All person
entering Doubles and Singles must bowl in both events.
2.14 Bowlers entered
in the Team, Doubles, and Singles may participate in the All Events prizes by
paying the All Events fee. Any bowler who places first in the All Events, but
has not entered and paid this extra fee, is eligible to receive only the
championship award for the All Events and shall not be paid a cash prize. Cost
of the award shall be paid out of the tournament expenses funds or by the
hosting association. The All Events optional shall be handicap.
2.15 A minimum of ten
(10) minutes of practice will be permitted prior to bowling the Team Event and
the first Minor Event (Singles).
2.16 Representative
lanes will be examined on each scheduled day of bowling prior to the first squad
to insure compliance with USBC lane dressing rules and to encourage uniform
conditions throughout the tournament. Lanes must be dressed prior to each squad
of scheduled bowling.
2.17 The State
Association Manager, or his designee, in the event the State Association Manager
is the Tournament Manager, shall audit the prize list, prior to the distribution
of the prize checks.
2.18 The Tournament Manager of the host association shall remit to the State Association at the completion of the tournament, an amount equal to eight dollars ($8) for each team that competed in the team event portion of the tournament. The maximum to be remitted shall be two thousand dollars ($2,000). This money will go into the general fund with at least 50% of it earmarked to support youth bowling, specifically including organized high school bowling programs or tournaments.
